H.R. 5818 provides a structured rule that makes in order 4 Democratic amendments, 3 Republican amendments, and restricts the right of the Minority to move that the Committee rise.  H.Res. 1175 provides a closed rule that makes in order no Republican amendments, denies a motion to recommit, while allowing 2 Democratic amendments and 1 bipartisan amendment.
